The Data
4/29-5/4

2 detentions reported at Macadam ICE facility
See the next slide for a summary of April 2026
April 2026
30 detentions reported to PIRC
9 detentions at Macadam
Countries of origin most impacted: Mexico, Laos and Venezuela
3 detentions outside court or jails, signifying possible Oregon Sanctuary Promise Violations
5 out of the 30 occurred out of state; Oregonians who were traveling/working outside of Oregon and were detained
Making sense of the data:
Hundreds of people go to court and exit the jail system every day; hundreds more leave Macadam after their appointments. Each person’s risk is very individualized
PIRC and CLEAR clinic Legal Observers spoke with 560 individuals going to their ICE checkins in April (and many more went in without speaking to LO’s); only 9 of those were detained.
Most of the time, you are much more likely to be detained if you miss a scheduled appointment
If you have received a surprise letter or call to appear at an ICE check in, please contact your lawyer and talk to the Legal Observers before going into your appointment.
How can I and my community be prepared?
Most importantly:
Make sure 2-3 people know your biographical information (full name, country and full date of birth, if you have a lawyer and their contact information, A number if you have one)
Find a lawyer or connect with Equity Corps of Oregon 1-888-274-7292
If you have an appointment at the Macadam ICE office, please speak with our Legal Observers (in maroon vests) before you go in - they will get your biographical information and emergency contact so we can alert your loved ones and activate if you are detained.
If you or a loved one are planning to travel outside of Oregon and are an immigrant, it is very important to connect with an attorney/ enroll in ECO before you leave the state, and that your loved ones know critical biographical information so they can inform your lawyer if you are detained
If you are headed to court or leaving jail, it is very important to remember that Oregon has one of the strongest Sanctuary laws in the country, and that if you are detained in violation of the Sanctuary Promise Act, there may be additional support for you. Please call the Sanctuary Promise hotline (1-844-924-STAY/1-844-6-AMPARO ) or visit https://www.doj.state.or.us/oregon-department-of-justice/civil-rights/sanctuary-promise/reporting-sanctuary-promise-violations-to-the-hotline/

PIRC friends of the week: Atkinson 3rd graders!
The highlight of our week was receiving these letters from 3rd graders at Atkinson Elementary School, who grew plants for a fundraiser, and donated the proceeds to PIRC! We’re turning their donation around to buy supplies for families who come to our resource center. Kiddos, we are so grateful for your hard work, generosity, and kind letters. You give us a lot of hope!
