2025 Year in Review

July - December 2025

Here, you will find the December update, as well as a year-end round up of data since PIRC first had capacity to track detention data, beginning in July 2025.

Please note that this data is only data reported to PIRC, the number of detentions statewide reported by DHS and other organizations are higher.

Remember:

The more people who report to PIRC when a loved one is detained, the more accurate our data can become, and the more connections to resources we are able to make for those left behind.

Monthly Update - December 2025

The Data

  • 251 detentions reported in December 2025

  • 47 detentions reported between the 22nd and 31st of December.

Total number of detentions reported to PIRC between July-December 2025 to 1,066.

By County

  • 40 in Marion County

  • 78 in Multnomah County

  • 91 in Washington County

Detentions also reported in Clark, Clackamas, Clatsop, Lane, Linn, Polk, tilamook, Wasco, Columbia and Yamhill Counties

Note that this graph only represents detentions reported with a time of day; we received an additional:

  • 8 "early in the morning"

  • 129 "unknown, unspecified time"

  • 237 "morning" and

  • 9 "afternoon" reports

Nationalities of Detained Oregonians

Nationalities most impacted:

  • Mexico: 63.7%

  • Guatemala: 14.9%

  • Venezuela: 7%

Where Detentions Are Occurring

Note: This graph represents the locations of occurred detentions reported to the PIRC hotline.

  • "Out on the streets" category: could mean any of the other categories.

  • Several hundred more detentions are unknown and not reflected on this graph due to the unspecified location of the detention.

  • Approximate number of PIRC Legal Observer volunteer hours at Immigration Court and Macadam / PIRC Resource Center June - December 2025: over 2,200

  • Number of people served at PIRC Immigrant Resource Center in December: 741

  • Number of MigraWatchers trained and currently in PIRC system (note: many more have been trained who are not enrolled in the system at this time): 4,620

  • Number of Legal Observers currently active in PIRC system (some overlap with MigraWatchers): 299
